Trump Insecurely Stored SCI and SAP Documents at Mar-a-Lago

I was reading through the Trump indictment and found that he had held on to documents marked sensitive compartmented information (SCI), and special access program (SAP). See page 20:



When the 15 boxes that TRUMP had provided reached NARA in January 2022, NARA reviewed the contents and determined that 14 of the boxes contained documents with classification markings. Specifically, as the FBI later determined, the boxes contained 197 documents with classification markings, of which 98 were marked “SECRET,” 30 were marked “TOP SECRET,” and the remainder were marked “CONFIDENTIAL.” Some of those documents also contained SCI and SAP markings.



Could someone with knowledge TS/SCI and SAP document access explain to me how Trump was able to hold on to those materials? My understanding is that those materials are only to be handled in a SCIF:



The federal government requires the SCI be processed, stored, used or discussed in a Sensitive compartmented information facility (SCIF).



If that’s correct, how did Trump physically obtain the documents?


Wouldn’t the SCI and SAP materials need to be physically accounted for after use in a SCIF?
